Philadelphia man charged with Stalking over continued texting

(Cape Vincent, NY – February 01, 2010) On 02/01/10 the New York State Police at SP Alexandria Bay arrested Richard P. Fisher, age 46, of 13 Clark St. Philadelphia, NY for Stalking 4th. On 01/27/10

Fisher contacted Rhonda L. Ruperd via a text message.

In October 2009 Fisher was told to stop all contact with Ruperd stemming from a similar incident.

Fisher was arraigned in the Town of Cape Vincent Court and released on his recognizance.

State Police Watertown Nab Cape Vincent Man – Just Under the Wire

(Watertown, NY – Jan. 12, 2010) State Police Watertown arrested 48 year old Thomas J. Newell of 400 Centre St. Cape Vincent, NY for one count of Grand Larceny 3rd.

Newell was arrested as State Police on routine patrol noticed suspicious activity in the area of the National Grid garage located on State Route 232 in the Town of Watertown. Upon patrol checking area on foot they located Newell actively removing copper wire from inside the secure/fenced in area. Upon observing troopers Newell briefly attempted to leave the area, but was apprehended at the scene.

National Grid Security on scene estimated the value of the copper is approximately $4500.

Newell was charged with one count of Grand Larceny 3rd degree, arraigned at the Town of Watertown Court and remanded to the Jefferson County Jail on $10,000 bail. Police are continuing this investigation and further charges are pending against Newell.

State Police were assisted at scene by the Jefferson County SO and National Grid Security.

SP Alexandria Bay Charges 15 Year Old Thousand Islands Central Student with Criminal Possession of Marijuana 5th

The New York State Police at SP Alexandria Bay arrested a 15 year old for Criminal Possession of Marijuana 5th on 10/01/09 at 10:00 a.m.

The student was found to be smoking marijuana at Thousand Islands High School, 8484 Co Rt. 9, in the Town of Cape Vincent.

A Family Court appearance ticket for a date and time to be later determined.

State Police Arrest Counselor on Sex Abuse Charges

(Alexandria Bay, NY - August 12, 2009) On August 11, 2009, State Police in Alexandria Bay in conjunction with the NY Corrections Inspector General’s Office have arrested 44 year old, Michelle K. Finley of 402 James St. Clayton, County of Jefferson, for one count each of Criminal Sex Act 3rd, Sexual Abuse 2nd and Official Misconduct (1 felony, 2 misdemeanors). Investigation reveals that over an approximate 4 month period it is alleged that Finley has had sexual contact with an inmate while being employed as a civilian counselor by the NYS Department of Corrections at the Cape Vincent Correctional Facility. Finley was processed at the Alexandria Bay Station and was issued an appearance ticket to appear in the Town of Cape Vincent Court on August 18,2009 at 7:00 PM.
